NOTICE OF RACE

ITALIAN NATIONAL REGATTA T293 CLASS – DIVISIONS UNDER 13, UNDER 15, UNDER 17, FIRST-STEP(ESORDIENTI), TECHNO PLUS

ITALIAN OPEN T293 CLASS NATIONAL TROPHY and III EVENT ITALY CUP SERIES

1 - EVENT:

Italian National Regatta T293 Class for Divisions Under 13, Under 15, Under 17, First-Step(Esordienti) and Techno Plus.

3 - RULES:

The event will be governed by the rules as defined :

In the Racing Rules of Sailing ISAF 2013/2016; in Appendix B Sailing Rules (Windsurfing Competition Rules); in NOR and SIS;  in Techno 293 Class Rules; Possible official notices of Race Committee.

As for Rule 90.2 c oral instructions may be given ashore and afloat.

Boards may be required to display advertising chosen and supplied by the organizing authority.

ISAF Regulation 20 ‘Advertising Code’ shall apply.

As for Rule 20.4 no personal advertising can be displayed.

4 – CLASSES AND DIVISIONS:

Boards BIC Mod. Techno 293 One Design can race only. Open event: no limits to the number of  Italian and foreign competitors.

The following  male and female divisions are entitled to race:

UNDER 17: Born in the years 1997-1998-1999-2000 and eventually 2001:  board: TECHNO 293 O.D.,  fin: 46 cm.; sail 7,8 and relevant rig BIC O.D.

Due to Italian rules, all competitors born in 2001 may race in Under 17 Division if they have celebrated their 12th birthday within the date in which the competition starts only. On the contrary they have to compete in Under 13 or Esordienti (First Step) divisions with free sail max 5.8 mq.

UNDER 15: Born in the years 1999-2000 and eventually 2001:  board TECHNO 293 O.D; fin 46 cm.; sail 6.8 mq. and relevant rig BIC O.D.

Due to Italian rules, all competitors born in 2001 may race in Under 15 Division if they have celebrated their 12th birthday within the date in which the competition starts only. On the contrary they have to compete in Under 13 or Esordienti (First Step) divisions with free sail max 5.8 mq.

UNDER 13:  Born in  2001: board TECHNO 293 O.D; fin 46 cm; sail  5,8 mq. and relevant rig BIC O.D.

ESORDIENTI (FIRST STEP): Born in the years  1997-1998-1999-2000-2001 in their first year of racing in T293 class: board Techno 293 O.D.; fin 46 cm; free sail max 5.8 mq. If they have celebrated their 12th birthday within the date in which the competition starts, competitors may race in U15 or U17 Divisions too.

PLUS:  competitors Over 16  born in 1996 or older: board: Techno 293 O.D.; sail BIC O.D. 7.8 mq. or 8,5 mq. with relevant rig BIC O.D.  It’s possible to start and to have final results with U17 Division together, depending on number of competitors.

  

5 - ELIGIBILITY:

For all foreign competitors:

5.1 All entries shall meet the requirements of ISAF Regulation 19-Eligibility Code.

5.2 Competitors shall be members of a National Class Association which is a paid up member of the relevant international class association.

The following shall be presented upon registration:

- Original Entry Form - pre-entries will be given their completed form to check and sign at registration.

- Evidence of valid third party insurance

- Proof of age

- Parental/legal Guardian Assent - for those under age of 18

- Medical Treatment Permission - for those under age of 18 or on their parents medical insurance policy

Each participating board shall be insured with valid third party liability insurance with a minimum cover of €1,000,000 per event or the equivalent.

6 – ENTRIES AND ENTRY FEES:

It’ s compulsory a pre-registration WITHIN SUNDAY JUNE 30,2013 in two steps:

a) sending the name and relevant data of each competitor to the Italian Coordinator Marco Rossi (e-mail: mared@fastwebnet.it or fax +39.02.460986

b) sending the name and the relevant data of each competitor to Circolo Surf Torbole (e-mail: info@circolosurftorbole.com / fax: +39 0464548592), with attached a copy of a bank transfer of € 45.00 on the Bank Account n. 16328426 - Circolo Surf Torbole – IBAN

All registrations have to be confirmed, in the Regatta Office at Circolo Surf Torbole,  from 6 o’clock to 7 o’clock p.m. on Wednesday July 10th,2013 or from 9 o’clock to 11 o’clock a.m. on Thursday July 11th,2013. Competitors that have not made a pre-registration or that have paid the fee after the deadline of June 30th,2013, shall incur late entry fee of € 5.00  for a total amount of € 50.00.

Entry forms must be signed, for underaged competitors, by parents or by coaches.

For coaches and support personnel, if they have not paid for Techno Slalom Cup, have to fill a specific entry form available at Registration Office and pay a Coach entry fee of € 50.00. They will receive a white flag with a coloured “S” that must be displayed on the support boat and are entitled to park the van or the trolley, to moor the boat and to attend daily pasta parties.

7 – EQUIPMENT INSTRUCTIONS:

Equipment inspections may be made at any time during the event. Each competitor is responsible for complying measurement rules.

All competitors must wear a personal buoyancy.

8 – SAILING INSTRUCTIONS:

The Sailing Instructions (SI’s) will be available at the Official Notice Board from 9 o’clock a.m. in the first day of competition. Anyway competitors may ask it at the Registration Office upon registration time. 

9 - SCHEDULE:

All competitors have to attend in the first day of competition the Skippers’ meeting scheduled at noon. During this Skippers’ meeting official news will be issued and after will be posted on the Official Notice Board, Courses will be as described in the SI’s.

Warning signal for the first regatta in the first competition day will be made at 1 o’clock p.m. In the following regatta days, warning signal time will be posted on the Offical Notice Board within 8 o’clock p.m. of the previous day.

No more than three races per day shall be sailed.

On the last day, no warning signal shall be made after 5 o’clock p.m., if not noticed a different time on the Offical Notice Board.

10 – SCORING:

Scoring will be in accordance with RRS Appendix A and using rule A 4 “Low Points Scoring System”. One discard shall be allowed, after four races have been completed.

The maximum of races that can be scheduled in this regatta is 9.

Where there is more than one “Division” racing in a single fleet, competitors score points equal to their finishing place in that race.

11 – RESULTS:

All divisions have a valid final results with a minumun of three competitors for each division.

13 – PRIZES:

Prizes will be awarded as following to each properly constituted class division. Properly constituted divisions will be posted on the official notice board after the completion of registration.

Prize giving ceremony will be scheduled as soon as possible after the end of the competition.

14 -  MEDIA AND RIGHT TO USE NAME AND LIKENESS:

In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Event as defined in the Notice of Race and Sailing Instructions in which

he/she participates, without compensation.

Media boats can sail under licence from the Race Commitee only.

15 - DISCLAMER OF LIABILITY:

Competitors participate in the event entirely at their own risk. The organizing authority, the Race Committee or any of their officials will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.
